LEI President and Principal Engineer

Greg J. Zartman, P.E., President and Principal Engineer


As a consultant Professional Engineer with more than 16 years of experience and a proven leader in his field, Mr. Zartman manages many of the projects at LEI as President and a Principal. He has been honored for his contributions and work as an Engineer by Oregon State University and has been recognized by national publications that include the Western Journal of Forestry. Zartman is licensed to practice as a Professional Engineer in Oregon, Washington, and Idaho, and has a degree in Forest Engineering from Oregon State University.

In his wealth of experience, Mr. Zartman has worked as the Engineering Project Manager and Lead Design Engineer on a wide array of engineering projects from Federal Environmental Impact Studies, to Oregon Department of Transportation design projects, to municipal design work, to low volume road design.

Mr. Zartman is also an experienced project manager.  Over the last decade, he has managed projects with teams of less than five professionals to large inter-disciplinary teams with more than 40 professional and technical staff in locations from the Northern extremes of Alaska to Southern Chile.  

Mr. Zartman is also a member of the Professional Engineers of Oregon, Council on Forest Engineering, and the Association of Consulting Foresters. He is also a Certified Forester and a member of both the Oregon State University Forest Engineering Advisory Committee and OSBEELS Forest Engineering Exam Committee.

 
LEI Vice President and Senior Engineer

Brett C. Martin, P.E., Vice President and Senior Civil Engineer

Mr. Martin has more than 16 years of experience as a Professional Engineer in the State of Oregon. Mr. Martin has extensive roadway, trail, pedestrian bridge, vehicular bridge, Culvert design and hydraulic design experience in technical and environmentally sensitive terrain.

Mr.Martin has in the past ten years worked for the Oregon Parks and Recreation Department (OPRD), OBEC Consulting Engineers and now LEI Engineering & Surveying. Mr. Martin worked for OBEC Consulting Engineers for 2 ½ years from mid 2004 to 2007 as one of their two Hydraulics Engineers and as a Roadway Design Engineer. Mr. Martin has extensive Hydraulic design experience spanning his entire career.

Mr. Martin has worked on numerous culvert and small bridge designs involving fish passage. He is proficient at the use of HEC-RAS and HY8 for river and stream simulation modeling. Mr. Martin has performed extensive FEMA floodway and floodplain analyses for roadway and bridge projects throughout the State of Oregon. Martin’s experience also includes extensive work in the Southeast Alaska region, where muskeg and wetlands abound.

 
Meet Other LEI Key Personnel

Larry Allen, PLS., Land Surveyor

Mr. Allen has more than 30 years of land survey experience throughout the Pacific Northwest. He has extensive experience in all aspects of traditional land survey; including Public Land Survey, local boundary surveys, topographic surveys, deeds and recorded survey research, platting, and construction surveying. Mr. Allen is proficient in the use of most mainstream survey instruments and data collection platform. He is also a proficient operator of the Autodesk Land Development platform for survey data processing and final product preparation.

Michael L. Duman, P.E., Project Civil Engineer

Mr. Duman’s career started with the Oregon Department of Transportation in 2003. He performed the duties of roadway designer on a variety of transportation projects. Late in 2004, Mr. Duman went to work for OBEC Consulting Engineers working as an engineering technician.  At OBEC, his primary focus was designing new roadway alignments for the bridge replacements currently being funded by the OTIA I, II, & III funds. His projects ranged from city street improvements to bridges over 400 feet in length. He performed all aspects of roadway engineering including traffic control plans, erosion and sediment control plans, and the development of the final estimates for bidding of the projects.

 

James Van Agtmael, Survey Manager

Mr. Van Agtmael has more than 7 years of land survey experience and Civil Site Design experience.  Mr. Van Agtmael extensive experience includes several projects in the City of Silverton while working for PacWest Engineering out of Albany, Oregon (Now Closed). Van Agtmael came to work at LEI as their Survey Manger and Lead Cadd Designer in 2007.  Van Agtmael also has a wide array of experience and expertise with city infrastructure design and rehabilitation projects. Van Agtmael is proficient in the use Autodesk Land Development platform for survey data processing and construction document preparation.

William Kuenzi, Project Designer/Project Drafter

Mr. Kuenzi is graduate Civil Engineer from Oregon State University who is registered with the State of Oregon as an Engineering-in-Training(LSIT) and a Land-Surveyor-in-Training (LSIT).  Since 2006, he has worked extensively as a Project Designer and Design Drafter on wide range of Civil Site Design and Transportation Design projects for public and private sector clients. Mr. Kuenzi is proficient operator of AutoDesk Land Development Desktop, AutoDesk Civil 3D, AutoDesk AutoCAD, and a wide range of Civil Engineering design and support software.
